BIOGRAPHY

Asst. Prof. Anna Cherylle Kelsey M. Ramos has been in the field of instructional technology for two decades in various capacities and appointments. As a certified eLearning Specialist of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Internationale Weiterbildung und Entwicklung gGmbH Friedrich-Ebert-Allee (INWENT) and a Digital Literacy alumna of the distinguished Australian Fellowship Awards (2015) from Queensland University of Technology (QUT), she is currently appointed as the Director of the University of Santo Tomas (UST) - Educational Technology Center. Overall, she oversees the massive-wide elearning adoption for the oldest university in Asia. In this capacity, she has major responsibilities for ensuring the professional development of faculty members and teaching staff in the appropriate use of technology in blended mode, designing elearning content with the aim of enhancing student learning in a holistic approach and supervising the implementation of UST’s participation to the ASEAN MOOC consortium known as Global Access Asia. In 2012, she spearheaded the Rapid eLearning Course Development Program, a teacher-training for elearning practitioners which earned the Philippines the 2014 Blackboard Catalyst Award Winner for Staff Development during the Blackboard World 2014 in Las Vegas, Nevada. The project was also recognized by the Blackboard Asia Pacific Region as the first Asian country entry to win in the prestigious competition and likewise given another distinction during the Teaching & Learning Asia Conference 2014 in Singapore. In 2015, she directed the deployment of a massive online course to about 11,000 student volunteers to prepare the Youth of the Philippines for the visit of Pope Francis. In a concurrent appointment, Blackboard, the world’s leading learning management system, designated her as the elearning leader of the Philippine Blackboard Users Group (P-BUG) to help various Blackboard adopting universities flourish together in sharing best practices and overcome common obstacles as an elearning community. In her desire to keep a sense of pride in cultural heritage, she is also involved in digital curation, media preservation of local knowledge & practices using the power of digital tools through a professional organization known as Asian University Digital Resource Network. She has worked with UNESCO ICT for Education (Bangkok) and among Philippine teacher education institutions as Resource and Distribution Training Center (RDTC) coordinator in the promotion of the use of open and free educational resources (OERs). UST’s teacher-training implementation with UNESCO-RDTC has been recognized as the Best Innovative Teacher Education Program Initiative in implementing a nationwide Teacher Capacity Building Program on ICT Integration in the Classroom given during 2016 Dakilang Parangal Awards by the Philippine Association for Teacher Education (PAFTE). Currently, she is a contributing writer for Cyber Safety and Responsible Digital Citizenship under SEAMEO-INNOTECH.
